Rolling Hills is the cleanest market we have measured anywhere in Florida. Every sampled point was flood Zone X, every soil sample was well drained or better, and not one lot had wetland mapped on it.

Each point was run against the same public layers the app queries: FEMA's National Flood Hazard Layer, the US Fish and Wildlife National Wetlands Inventory on the point and within 500 feet, and the USDA soil survey. Soil figures come from 121 of those points. These are measured numbers, not estimates.
FEMA answered for 120 of the 121 points. The USDA survey recorded no seasonal high water table value on any point, which is what it reports when water does not come within the depth the survey describes.
We have measured twenty three Florida markets. This is the only one where all three water layers came back clean at once.
Flood. 120 of 120 answered points in Zone X. Nothing in a special flood hazard area.
Wetlands. Zero points with wetland on the lot. Six points, five percent, with wetland within 500 feet. Compare Punta Gorda at fifty percent on the lot, or South Gulf Cove at one hundred percent within 500 feet.
Soil. Ninety four percent excessively drained, six percent well drained. One hundred percent well drained or better, and no recorded seasonal high water table anywhere in the sample.
Gopher tortoise. Dry sandy upland is exactly the habitat a tortoise wants, and Marion County has them. A relocation permit is priced per animal, so a lot with several active burrows carries a cost that appears nowhere on the listing and can be a large share of what you paid for a cheap parcel.
After that it is the ordinary things: whether the road is paved, whether power runs to the parcel, legal access, and the zoning. None of those are water questions, which is the whole point of this market.
Species first, then access, power and zoning. You can screen the water layers quickly here and spend your time on what actually varies. Marion County publishes its parcel, zoning and scrub jay layers and the app reads them for the exact parcel.
Entirely Zone X in our sample. FEMA answered for 120 of 121 evenly sampled points on 15 September 2026 and every one came back Zone X, none inside a special flood hazard area. It does not mean no lot here can ever be in a hazard area, only that none of our grid was.
Almost none. Not one sampled point had wetland mapped on it, and only 5% had wetland within 500 feet. This is sand ridge country well above the coastal plain.
As good as it gets in Florida. 94% of soil samples came back excessively drained and the remaining 6% well drained. Every single point was well drained or better, and the survey recorded no seasonal high water table on any of them.
Not water. Gopher tortoise, whether the road is paved, whether power runs to the parcel, and the zoning. Dry sandy upland is exactly what a tortoise wants, and a relocation permit is priced per animal.
